Though Europeans have one of the world’s strongest savings cultures, their savings are usually held in bank deposits. These generate low returns, especially when inflation is taken into account.

This money represents a missed opportunity to invest capital in the markets.

The EU is promoting the shift from saving to investing through the Savings and Investment Union agenda, encouraging Europeans to channel their savings into capital marketsYet investor understanding remains uneven, fragmented, and often insufficient to support confident, informed decision-making.

BETTER FINANCE believes that citizen engagement in capital markets is essential and has, for years, advocated policies that both encourage and protect ordinary Europeans when engaging with capital markets.

KNOW MORE. INVEST BETTER.

Empowering Europe's Investors Through Financial Literacy

BETTER FINANCE campaign “Know More, Invest Better” aims to raise awareness of the state of investor education in Europe and highlight why independent, accessible, and lifelong financial education is essential for building trust, confidence, and meaningful participation in financial markets.

This campaign contributes to the broader European policy discussion, including the European Commission's Financial Literacy Strategy, by bringing the practical experience of BETTER FINANCE and its member organisations, which work directly with individual investors and savers across Europe.

It highlights the importance of providing investor education that is independent of commercial interests, grounded in real-life financial decisions, and available throughout citizens' lives, starting in schools and continuing at key financial decision points.

At the same time, the campaign aims to provide EU citizens with financial education materials to help them kickstart their investing journey.

The Savings and Investment Union has come to the forefront of the European Union’s agenda. Through it, the EU is urging citizens to take a more active part in capital markets, bringing investor education back to the centre of policy discussions.

In reality, investor education is not a cure-all, but a necessary foundation for building confidence, understanding risk, and enabling informed financial participation.

This article examines what investor education can realistically achieve, why independence and lifelong learning are essential, and why education must be seen as part of a broader framework that includes strong consumer protection, fair markets, and investor-focused policies.

Improving financial literacy, restoring trust in markets, and guaranteeing that retail investors receive fair, value-for-money outcomes are crucial steps. These efforts are vital for increasing long-term savings, encouraging retail participation in capital markets, and advancing the EU’s wider goals under the Savings & Investment Union. To initiate a discussion on this matter, BETTER FINANCE is organising an online discussion on 17 March 2026, starting from 10:00.
